The Organizational Development and Communications Division (DevCom) is one of nine divisions in Human Resources. DevCom manages internal and external talent development programs and events and provides strategic design and support to departmental and County initiatives.

Programs include Employee Engagement, Performance and Development, STARS, Jobs for Youth (JFY), various internship offerings including STEP, JFY Summer Internships, Live in Peace Hoover Fellows, Management Fellowship program, and Next Gen Regional partnerships. The Division also supports a variety of communication efforts for the Human Resources Departments as well as countywide initiatives.
